Experience: Joe is general counsel for the Water and Sewer Risk Management Pool, co-general counsel for Community Transit and tort defense counsel for the Washington State Transit Insurance Pool. Joe assists public clients with contract drafting, procurement, public disclosure, open public meetings, personnel, whistleblower, insurance coverage and tort defense. Joe has provided training seminars to public clients on such topics as board-staff relations, board member and executive liability, the Open Public Meetings Act, wrongful termination, work performance reviews, ethics and claims handling. Joe’s litigation experience includes personal injury cases, as well as contract, construction and real estate disputes.
Admitted to Practice: Washington (1991); United States District Courts—Western District of Washington (1992); District of Hawaii (1997); Eastern District of Washington (1999); United States Court of Appeals for the Ninth Circuit (1993).
